Newland Storm Channel (Facility No. C05S01) is a flood protection facility owned by the Orange County Flood Control District (OCFCD). The channel provides storm water conveyance for portions of Westminster, Garden Grove, Huntington Beach and unincorporated Orange County and conveys stormwater from the Newland Storm Drain (Facility C05P27) to the East Garden Grove – Wintersburg Channel (Facility C05).
Existing conditions within OCFCD right-of-way consist of mildly sloped concrete and rip-rap lined trapezoidal channel sections. Current channel geometry incorporates variable top-widths of 24-feet to 28-feet, depths of six feet to seven feet respectively, and a constant bottom width of six feet. The dividing line between channel concrete and rip-rap lining occurs at Edinger Avenue. There is no maintenance road along concrete lined portions of channel – upstream of Edinger Avenue to downstream of Whitley Avenue. Downstream of Edinger Avenue the channel is rip-rap lined with an adjacent maintenance road to the east of the channel. Five (5) single-barrel RCB crossings each approximately 14-feet X 7-feet exist along Newland Storm Channel, they include: Edinger Avenue, Carnegie Avenue, Palos Verdes Avenue, McFadden Avenue and Aspenwood Avenue. The total channel length is approximately 6,200 feet.
Proposed improvements include: replacement of existing trapezoidal channel with a 25-feet wide concrete rectangular open channel, replacement of existing single-barrel crossing structures with double-barrel RCBs, signal relocations at Edinger, Palos Verdes, and McFadden Avenues, signalization of Carnegie and Aspenwood Avenues, resurfacing of adjacent traffic lanes, and installation of traffic barriers, hardscape surfaces, chain link fencing, and storm water quality features.

A non-mandatory pre-bid meeting will be held on Tuesday, February 11, 2014 at 9:00 AM. All attendees shall meet at the PROJECT site at the southeast corner of Newland Street and Edinger Avenue (OCFCD’s Maintenance Road) in the City of Westminster. All bidders are encouraged to attend. Questions regarding interpretation of the PLANS AND SPECIAL PROVISIONS will not be officially answered at the meeting, but significant/relevant questions will be officially answered via a project BULLETIN issued to all plan holders prior to opening of bids.
Sealed proposals from Contractors licensed in accordance with Section A, “Proposal Requirements and Conditions,” Subsection 16, will be received on behalf of the Orange County Flood Control District, hereinafter referred to as “DISTRICT,” at
